When someone wants to build in a flood plain, they have to get a variety of special permissions from federal, state, and local authority. 

Paul Suellentrop of Tanglewood Court is having a hard time getting those permissions. When the public works department denied his request to build within 125 ft. of the river, Suellentrop decided to appeal the decision before the city council.
