After eight months of study, Williams Architects have completed its needs assessment of the library, senior center and youth center, but cost questions still remain for some City Council members.

Andrew Dogan of Williams Architects, whom the library hired for $52,500 to work on a needs assessment and preliminary proposal for the library expansion, presented the firm’s proposal before the library board and city council in a joint meeting Monday, Dec. 11.
